Project Name: Becker Road Interchange
To assure the success of this project, Culpepper and Terpening coordinated a public/private partnership between two development clients and the Florida’s Turnpike Authority via an SDD. This was the first such partnership for the Turnpike Authority. Culpepper and Terpening designed the widening of the Becker overpass with ramps in each direction, north and southbound. The project required major utility adjustments to connect the area to central service utilities. Additionally, the priority of the design was to create a "gateway" effect traveling underneath the overpass and to and from the area. This was done with architectural signage built into the overpass itself and wide landscaped ingress and egress passageways.
Project Name: Southbend to Becker for Tesoro
Culpepper and Terpening designed the extension of Southbend Road, a 2.3 mile project, to complete its connection to nearby Becker Road. This developer funded extension was designed as a 4-lane roadway. Two-lanes are currently in use. The design allows for expansion to 4-lanes when necessary. Project included signalization to Becker Road and Becker Commons shopping area to the south. Design included three major box culverts to discharge all storm water from the Port St. Lucie area into the North Fork of the St. Lucie River.

The Treasure Coast Regional Planning Council is working with Culpepper and Terpening and the surrounding community to redevelop the Taylor Creek and Harbourtown Marina area into a mixed-use marine industry/residential district. Project Name: Tesoro
Culpepper and Terpening, provided the surveying, civil engineering and permitting services for Tesoro in Port Saint Lucie. Featuring 1,600 luxury homes within Tesoro, Tesoro Preserve and The Tesoro Beach Club Villas, the Tesoro site was brought to life through the revitalization of a former GDC plat. The community was designed to showcase two 18-hole, championship golf courses, the Treasure Coasts’ largest luxury clubhouse, a beach club, and separate swim and tennis club. Culpepper and Terpening consulted in the initial SAD funding process and also the CDD funding process created for maintaining the community. Wetlands and enhanced preservation were a priority of the design process as was the interconnected hydrology drainage for the site.
Project Name: City Center Triplex Lift Station
Culpepper and Terpening conducted hydraulics analysis, pump selection, motor controls, energy load calculations in sizing a generator, general station design, odor control selection and force main sizing for the City of Port St. Lucie Utility System’s largest municipal lift station to serve the City’s CRA area known as City Center. Project included providing service to a proposed Civic Center and associated commercial and residential developments. Station is 12-ft in diameter, 30-ft depth and has a total horsepower rating of 141 HP. Station design includes a permanent standby generator and the use of reduced voltage starters to minimize hydraulic transients. The station included an odor control system, using BioRem/Biocube technology (activated media) and a fiber optic telemetry system for remote operation from the Regional WWTF.
Project Name: Creekside Triplex Lift Station
Conducted hydraulic analysis, pump selection, energy load calculations in sizing a generator, motor controls, station monitoring, and regional lift station design for St. Lucie County Utilities (SLCU) as a future Re-pump Facility for areas west of the Florida Turnpike. This station is projected to be SLCU’s largest plan to be in operation. Station is 12-ft diameter, 37-ft deep and has a total horsepower rating of 420 HP. Station controls includes the use of two variable frequency drives and one reduced voltage starter to minimize hydraulic transients.
Project Name: Westmoreland Force Main & Lift Station Analysis
Project Owner: City of Port St. Lucie
Conducted hydraulics analysis, pump selection, motor controls, in retrofitting/upgrading approximately nine local lift stations, and force main sizing for the City of Port St. Lucie Utility System’s municipal wastewater collection system in the vicinity of Westmoreland Blvd. and Midport Rd. The series of regrettable events lead the City to convert their ‘cascading’ type sewage collection system to a more conventional “pump and header” system. An analysis of the cascading type lift station systems was performed using Water Cad modeling. Each lift station was then analyzed for needed improvements using available pumping units, when possible. Cycle times, run times, varying float levels and future pressure zones analysis was performed to determine required pump change outs and required force main modifications.
Project Name: Glades Cut-Off Road Utility Extensions
Project Owner: City of Port St. Lucie
Conducted transient analysis of a 36-inch water main located along Glades Cut-Off Rd. C&T provided assistance to Utility Operations Staff to resolve the unknown cause of pipe bursting along a segment of utility mains located along Glades Cut-Off Rd. Downstream construction activity and the lack of sufficient water main looping resulted in the formation of transient waves and surges for a 5-mile section of 36-inch water main. Our office coordinated the installation of data loggers and pressure recorders along suspected problem locations and determined the cause and recommended corrective action.

Project Name: City of Port St Lucie Water & Sewer Expansion
Design, permitting, Municipal Bond Acquisition, and construction administration for the city of Port St. Lucie’s ongoing water and sewer Urban Service Area (USA) expansion program. The project consisted of nine phases of construction over a 10-year period. The project is 100% complete in providing both potable water and central sewer availability to more than 60,000 single-family equivalent lots throughout the city. The project consists of over 820 miles of potable water and low-pressure sewer main installation, and over 75 residential sanitary sewer lift stations within existing residential neighborhoods. The project is valued at over $81 million, and is indirectly responsible for the unprecedented growth experienced by the municipality.
Project Name: PSL Utilities Southport to Westport Interconnect
The design and permitting of a regional sewer transmission main and reuse main to allow for decommission of a sub-regional WWTF. The work included multiple horizontal directional bores under the St Lucie River for a sub-aqueous crossing distance of approximately 4,280 lineal feet (0.8 miles+/-). The bore consisted of parallel 30-inch diameter force main, 24-inch reuse main and dual 4-inch telecommunications conduit. The largest bore diameter was in excess of 54-inch diameter. This multiphase project is estimated at $15 million. The Permitting effort included the following listed agencies: Army Corp of Engineering, US Department of the Interior, US Fish and Wildlife, Florida Department of Environmental Protection, South Florida Water Management District, City Right of Way, Turnpike Authority Right of Way and Florida Department of Transportation.
Project Name: Acquisition Study of SLW Utilities Services by PSL Utilities
An analysis into the integrity of the St Lucie West Utility System was performed as a prerequisite to potential acquisition by the City of Port St Lucie.
Select regions of the wastewater collection, pumping and transmission systems were evaluated for structural integrity, infiltration and inflow. The resulting investigation determined identified regions of needed improvements along with associated long-term capital costs.
The analysis was further extended to the SLW Reverse Osmosis Water Treatment Plant and Wastewater Treatment Facility.
Project Name: Port St Lucie Utilities, Raw Water Mains for Floridan Wells F-7 thru F-17
Raw Water Main (RWM) extensions; design, permitting and construction observation for over eight miles of raw water mains to serve the City’s 18 Floridian well field sites. The RWMs installation involved permitting through; FEC Railroad, FDOT, FDEP, County and City regulatory agencies. Current Construction value is in excess of $16 million with the program ongoing for the next few years. The work included 34-inch horizontal directional bore under the FEC Railroad Right of Way, 54-inch Jack & Bore under the FEC Railroad ROW. The raw water mains varied in pipe diameter from 12-inch to 30-inch. Materials of construction were design to yield the least amount of internal corrosion and free of chlorine disinfectant.
Project Name: City Center SAD
Provided full time construction observation for various city of Port St Lucie projects. Projects ranged from water mains, force mains, raw water mains, gravity sewer, storm water, roadway restoration, duplex lift stations, triplex lift stations, and reclaim water metering facilities.
Roadway projects also overlap into utilities since more roadway improvements generally involve utility moves and incorporate very aspect of design and a thorough knowledge of operations and maintenance needs. Existing services must be routed to assure maximum fire protection, continuity of water/sewer service, while maintaining safe ingress/egress of vehicles and pedestrians.
Project Name: PSL Utilities Mangrove Restoration Program (St Lucie River & A-2 Pond Site)
The restoration of mangroves and other aquatic vegetation following the installation of utilities under the St. Lucie River. The work was performed following the installation of multiple directional bore pipelines under the St Lucie River for a subaqueous crossing distance of approx. 4,280 lineal feet (0.8 miles+/-). The Drilling operation resulted in the need to prepare and implement a 4-year mangrove restoration & monitoring program.
The program included quarterly and semi-annual monitoring, reporting and, if needed, replanting to assure planting survivability. The Permitting effort included Office of General Council and the Florida Dept. of Environmental Protection.
Project Name: Rinker - Vero
Design, permitting and construction of an integrated reuse/well water system for use in concrete admixtures and supplement water for the production of concrete byproducts. The project included the preparation of a Reuse Agreement with Indian River County, permitting through Florida Dept. of Environmental Protection St Johns River Water Management District Permitting; design of a reuse water metering station, radio telemetry monitoring and control an a SCADA control system for remote activation of the reuse feed system from the regional WWTF.
Project Name: St. Lucie County Fire Maintenance Facility – Oil Water Separator System
The fire maintenance facility is home to the county’s newest fire equipment maintenance facility and workshop. At this location, fire equipment of various sizes, pumpers, ladders, brush trucks, etc. are torn down, over hauled, repaired and returned to service. The design of his facility incorporated special treatment of residual oils and grit from vehicle wash down and degreasing. A grit chamber and bilge type oil-water separator system was designed to meet Industrial Pretreatment guidelines for vehicle maintenance facilities. The process allowed for the collection of concentrate and allowed for the discharge of decanted water to the publicly owned treatment works (POTW).
Project Name: Fort Pierce Central High School
Culpepper and Terpening designed the utility and storm water systems for this 6o acre high school site for the St. Lucie County School Board. Working in tandem with South Florida Water Management and the Florida Department of Education, Culpepper and Terpening designed this facility in the wake of the 2004 hurricane’s that destroyed the high school facility on nearby Edwards Road in Fort Pierce. Temporary "portable" buildings are currently in use for students awaiting this new facility. Time is of the essence to complete the school by the onset of the 2008 school year. Challenges in design included utility tie-in to 25th Street’s new lines and creating the access drive to connect in the future to Selvitz Road and its planned expansions. This educational facility has become the shining star of the St. Lucie County school system with its hurricane hardened designs that will protect their investment made into wireless and plasma technology.
Project Name: Samuel Gaines Academy
Completion Date: Spring 2007
Culpepper and Terpening provided utility and transportation design services to the St. Lucie County School Board for this K-8 facility in Ft. Pierce, Florida. Housing over 1,600 students this design was the first new school in Ft. Pierce in two decades. The school opened for the fall season of 2007.
